PRIMARY CAPITAL PROGRAMME

Every Local Authority is required to produce a Primary Strategy for Change, which will set out its strategic approach to capital investment in primary schools including its long-term aims and priorities. This will set out the authority’s goal in terms of school provision and how it intends to get there.

In order to develop effective, detailed plans it is essential to have accurate, up to date information. The DCSF document “Primary Strategy for Change” refers to a baseline analysis to establish the authority’s starting point and amongst other elements of the analysis are the condition and suitability of school buildings.

All authorities will have gathered both condition and suitability data several years ago as part of their Asset Management Planning. There is a need to ensure that alterations, which have taken place as a result of building developments or changes in educational approach and organisation information, are reflected in the data. Account will also need to have been taken of the impact of the new Building Bulletins 98 and 99.
