In 2008 the Government will embark on a 15 year Capital investment programme to equip Primary Schools for the 21st Century. The aim is to refurbish or rebuild at least half of the country’s primary schools.
£150 million will be made available in 2008/9 rising to £500 million in 2009/10. It will remain at that level for 15 years, making total investment of around £7 billion.
It is every local authority’s opportunity to make major decisions about the provision of primary education and put in place the infrastructure to realise their ambitions.
National objectives must be translated into local strategic plans which will then need to be approved by the DCSF to enable funding to be released and they will subsequently be monitored. Strategic local planning is essential.
Planning requires information.
Accurate, current Asset Management data, including CAD drawings, is a fundamental element of the planning process.
Condition data allows the cost of maintenance of individual buildings to be clearly quantified.
Suitability data provides a detailed picture of the problems faced by individual schools in terms of shortfalls of space or operational difficulties with existing spaces and layouts.
Sufficiency data allows the Net Capacities of schools to be considered and the capacities of planned buildings to be produced.
